Best cold email agency UK: nine agencies compared for 2027
Last verified 2026-10-27.
GrowthPal publishes this page and is listed on it. GrowthPal is a B2B outbound and GTM engineering agency based in Kathmandu, Nepal, trading as Inferno Media, LLC, registered in Kentucky, USA, and it works with B2B companies across the US, UK, Europe and Australia. A separate company that shares the GrowthPal name does M&A lead sourcing and has nothing to do with this one.
Which type of agency suits which type of British company?
Choosing a cold email agency UK side is mostly a question of who your buyer is in law. PECR lets you email a corporate body without prior consent, while sole traders and many partnerships are treated as individuals and need it, so an agency that cannot tell the two apart in a list is the wrong agency. Nine firms are compared below on what their own sites state.
Cold email agency UK shortlist: nine firms compared
Every cell below comes from the agency's own current website on the date shown. The UK cold email agencies listed here were chosen because each one states enough about itself to be checked, and the order reflects fit for the buyer described above rather than merit. None of it is taken from a directory, a review platform or a ranking.
| Agency | HQ and markets stated on its own site | Best for | Channels stated | Source |
|---|---|---|---|---|
| Sopro | Brighton, East Sussex, UK, with Skopje, Macedonia and a US location in Miami. States over 300 employees | Companies that want a large managed sender operation rather than a small team, across several outreach channels | Email, LinkedIn, social display ads, phone, physical mail | sopro.io/about-us, accessed 2026-10-27 |
| durhamlane | No address on the home page. Its own structured data gives Newcastle, England. Covers the UK, Europe and North America with native-language reps | Mid-market and enterprise sellers with long cycles in finance, healthcare, insurtech, manufacturing, pharma and professional services | Outbound sales development, inbound conversion, customer expansion, event support | durhamlane.com, accessed 2026-10-27 |
| Air Marketing | Generator Hub, Kings Wharf, Exeter, UK. States UK and international work, with European outbound through a partnership | British companies pushing into Europe who need multilingual calling alongside the email | Outsourced SDRs, inside sales, appointment setting, multilingual telemarketing, inbound call center | air-marketing.co.uk, accessed 2026-10-27 |
| GrowthPal | Kathmandu, Nepal. Trading as Inferno Media, LLC, registered in Kentucky, USA. Works with B2B companies across the US, UK, Europe and Australia | B2B companies past 3M in ARR with at least 30,000 reachable contacts, where the message is the variable worth testing | Cold email only, on separate sending domains, with no open or click tracking | growthpal.io/about, accessed 2026-10-27 |
| Flowd | Manchester, UK. States it serves sales teams in the UK and globally | Founders and small sales teams who want sequencing, list building and deliverability handled together | Email outreach, phone outreach, prospecting, deliverability management | flowd.co.uk, accessed 2026-10-27 |
| Operatix | Four offices: London, UK, California and Texas in the US, and Singapore. States it serves North America, APAC, EMEA and LATAM | B2B software vendors running the same motion in several regions at once | Outbound sales development, inbound qualification, channel and marketing acceleration, sales recruitment | operatix.net/about-us, accessed 2026-10-27 |
| EngageTech | No city stated on its own site, only offices and teams on every continent | B2B technology leaders who want to keep the reps in-house and have someone else recruit and train them | Outsourced, augmented and managed SDR services | engagetech.io, accessed 2026-10-27 |
| The Lead Generation Company | Head office in Glasgow since 2012, plus London and Manchester. Exclusively B2B | Sellers into IT, SaaS, sustainability, energy, manufacturing and facilities management whose buyers pick up the phone | Telephone-led lead generation, appointment setting, telemarketing, LinkedIn, B2B data | theleadgenerationcompany.co.uk/about-us, accessed 2026-10-27 |
| Pearl Lemon Leads | Headquartered in London with offices in New York and San Francisco, and a separate Canadian agency | Buyers who want outbound sitting next to SEO, paid and content under one roof | LinkedIn, cold email, cold calling, appointment setting, PPC, SEO | pearllemonleads.com/about-us, accessed 2026-10-27 |
| Modern Inbound | Its own structured data gives Pune, Maharashtra, India. Ranks for British queries | Price-sensitive teams comfortable with a supplier outside UK hours | Cold email | moderninbound.com/about, accessed 2026-10-27 |
Two of these firms are headquartered outside the UK and rank for British queries anyway. That is recorded as a fit fact, not a criticism, and the same disclosure applies to GrowthPal, which is in Nepal.
How to choose an agency for the United Kingdom
Ten checks worth making before you sign with any cold outreach agency selling into Britain. Each one has a question to put to them and what a straight answer sounds like.
| What to check | The question to ask | What a good answer sounds like |
|---|---|---|
| Corporate subscriber screening | How does your list separate limited companies from sole traders and partnerships? | A named screening step, usually against Companies House data, and an admission that sole traders and some partnerships are treated as individuals under PECR and therefore need consent. |
| Lawful basis under UK GDPR | What is our lawful basis for processing these contacts, and who wrote the legitimate interests assessment? | They name legitimate interests, they have done the balancing exercise in writing, and they can hand you the document rather than describing it. |
| Right to object | What happens when somebody replies asking not to be contacted again, and where is that recorded? | A suppression list that survives the campaign, is shared back to you, and is applied across every domain the agency sends from, not just the one that got the reply. |
| Sender identity | Whose name and whose contact address appear in the message? | Yours, clearly, because the ICO states you must not disguise or conceal your identity and must provide a valid contact address for opting out. |
| Domain ownership | Who registers the sending domains, and what happens to them at the end? | Registered in your name or transferred on exit, with burned domains retired rather than recycled onto the next client. |
| Where the data came from | Which public UK sources sit under this list, and can I see a sample? | Named registers you can check, with a sample file, rather than a database brand name offered as if it were a source. |
| Reporting definitions | What counts as a positive reply, and may I read the replies myself? | A written counting rule, raw reply volume shown next to positive replies, and inbox access. |
| Hours and holidays | Who handles a reply that lands at 9am in London, and what happens over the bank holidays? | A named person inside or close to British hours, and a sending calendar that already knows about the early May and spring Mondays and the Christmas run. |
| Nations inside the UK | Does the calendar treat Scotland and Northern Ireland differently? | They know that Scotland takes its summer holiday earlier and adds St Andrew's Day, and that Northern Ireland adds St Patrick's Day and the Battle of the Boyne. |
| Contract terms | What is the notice period, and what do we keep if we leave? | Notice in writing, and your list, sequences and reply history returned in a file you can import elsewhere. |
What UK law allows in a cold email
Marketing email in Britain sits under the Privacy and Electronic Communications Regulations, which the Information Commissioner's Office enforces, with UK GDPR running alongside it. The wording below is quoted from the ICO's own guidance on electronic mail marketing.
- Individuals need specific consent. The ICO states: you must not send marketing emails or texts to individuals without specific consent. That is the default position, and it is why consumer-style cold email is a different activity from B2B cold email here.
- Corporate bodies are different. The ICO states: you can send marketing emails or texts to companies, and you can email or text any corporate body. This is the provision that makes B2B cold email workable in Britain, and it is the one most agency pages skip past.
- Sole traders are not corporate bodies. The ICO states that sole traders and some partnerships are treated as individuals. A list that mixes limited companies with sole traders is a list that mixes two legal positions, and the sender carries that risk.
- The soft opt-in does not help with cold outreach. The ICO states that the soft opt-in rule means you may be able to email or text your own customers, and that it does not apply to prospective customers or new contacts. Nobody on a cold list is a customer, so the exemption is not available.
- You must not conceal who you are. The ICO states: you must not disguise or conceal your identity. A sender alias that hides which company is behind the message fails this on its face.
- A valid contact address for opting out. The ICO states that you must provide a valid contact address so recipients can opt out or unsubscribe. An address that stops working when the campaign ends is not a valid one.
- UK GDPR sits on top. PECR governs the sending. UK GDPR still governs the personal data behind it, which means a lawful basis, usually legitimate interests, a balancing exercise recorded in writing, and the right to object honored on request.
- A good practice list of objectors. The ICO states that it is good practice to keep a do not email or text list of any companies that object. Treat that as the minimum, and keep it across every sending domain rather than per campaign.
This is a plain summary of published ICO guidance, not legal advice. Check your own position with a solicitor before a campaign goes out.
How outbound actually runs in the United Kingdom
The corporate subscriber line is the whole game
Across every British agency page read for this comparison, compliance language appears constantly and the corporate subscriber distinction almost never does. Yet it is the distinction that decides whether a given contact can be emailed without consent at all. A list sorted by job title and company size, but not by legal form, has not been screened for the thing that matters most here.
Four bank holiday calendars, not one
England and Wales take eight bank holidays in 2027, from New Year's Day on Friday 1 January to the Boxing Day substitute on Tuesday 28 December, with Christmas Day itself falling at the weekend and moving to Monday 27 December. Scotland drops Easter Monday, adds 4 January and St Andrew's Day on 30 November, and takes its summer Monday on 2 August rather than 30 August. Northern Ireland adds St Patrick's Day on 17 March and the Battle of the Boyne on 12 July. A single British send calendar misses at least one of those.
The phone is a first-class channel here too
Of the nine agencies compared above, five state telephone outreach on their own sites, and one of them is telephone-led by design. Several pair it with multilingual calling for European expansion. An email-only program in Britain competes against vendors who also dial, which is a positioning question rather than a compliance one.
Half the field is not only British
Sopro runs a second site in Macedonia and a US location, Operatix holds four offices across three continents, Pearl Lemon Leads adds New York and San Francisco, EngageTech states no city at all, and Modern Inbound is in Pune. Searching for a cold email agency London side will surface firms whose London presence is one office among several. Buying British is possible but it is not the default, and the honest question to ask any supplier is which hours its reply handling actually covers.
British English, and a shorter ask
GrowthPal writes British sequences in British spelling for the recipient's benefit while the rest of this site stays in US spelling, uses the recipient's first name once rapport exists rather than in the opening line, and closes with a single specific question. That is a house rule rather than a national one, and it is stated so you can judge whether it matches how your buyers write.
Where UK prospect data legitimately comes from
A British list is defensible when you can name the register behind each field. These are the public sources worth naming in a contract, and what each one actually gives you.
- Companies House. The register of every limited company and limited liability partnership, with filings, officers and company numbers. It is also how you tell a corporate subscriber from a sole trader. One caution comes from the service itself: Companies House does not check the accuracy of the information filed, so a record shows what was filed rather than what is true. Companies House, find and update company information, accessed 2026-10-27.
- The Financial Services Register. The FCA's register of authorized firms and individuals. For anyone selling into financial services it answers the first qualification question, which is whether the firm is authorized and for what. The register is a client-rendered application, so it is a tool to check a name in rather than something to pull in bulk. FCA Financial Services Register, accessed 2026-10-27.
- Sector and scheme registers. Beyond the two above, British outbound lists are often built from scheme registers that only exist here, such as the energy savings opportunity scheme register already used in GrowthPal's published list building work. The pattern is the useful part: find the register that the buyer had to appear on, and the list builds itself from a qualifying event rather than a job title. gov.uk, where UK government registers and services are published, accessed 2026-10-27.
Where GrowthPal fits in the United Kingdom, and where it does not
GrowthPal publishes this page, so the disclosure belongs in full rather than in a footnote.
What it has documented in this market
- The team works from Kathmandu, Nepal. The legal entity is Inferno Media, LLC, registered in Kentucky, USA.
- 4M+ cold emails sent for 40+ B2B companies, across the US, UK, Europe and Australia.
- One published campaign reached D2C brands in the US, UK and Canada for Tracerrr: 78 positive replies from 53,508 emails over three months.
- British public registers are already part of its documented list building, not a claim added for this page.
- Every campaign tests 10 to 15 message angles and scales the winner, on separate sending domains, with no open tracking and no click tracking.
What it has not
- No UK office, no UK staff and no UK phone number.
- No published British client list, no UK awards, and no reviews or rankings of any kind on this page.
- No published result for any individual British city or region.
- No cold calling, no LinkedIn outreach and no paid media. Cold email is the whole service.
Who it is not for
- Companies under 3M in ARR, where the reachable list is usually too small for angle testing to tell you anything.
- Markets with fewer than 30,000 reachable contacts.
- Anyone selling mainly to sole traders, where the consent position is different and a cold list is the wrong instrument.
- Anyone looking for the other company called GrowthPal, which does M&A lead sourcing and is unrelated to this one.
Every figure above is counted the way the methodology block sets out. A reply rate quoted without its denominator is not a figure.
Questions British buyers actually ask
Does PECR allow cold email to UK businesses?
Yes, within limits. The ICO states that you can send marketing emails to companies and to any corporate body, while individuals need specific consent, and that sole traders and some partnerships are treated as individuals. UK GDPR still governs the personal data behind the list, which means a lawful basis and a recorded balancing exercise. This is a summary of ICO guidance, not legal advice.
What is included when you hire a cold email agency UK side?
The nine suppliers above share a core of list building, domain and mailbox setup, sequence writing, sending, reply handling and reporting. What a B2B cold email agency varies on is whether telephone work sits beside the email, whether the reps belong to you or to them, and whether the contract commits to booked meetings or to sent volume. Several also offer multilingual calling for companies expanding into Europe.
What is the corporate subscriber distinction, in practice?
PECR treats a limited company or other corporate body differently from an individual. You may email a corporate body for marketing; you may not email an individual without specific consent. Because sole traders and some partnerships count as individuals, a list that has not been screened by legal form carries two different compliance positions at once. Screening against Companies House is the usual fix.
Does GDPR stop B2B cold email in Britain?
No, but it governs it. PECR decides whether the message may be sent; UK GDPR governs the personal data behind it. In practice that means naming a lawful basis, usually legitimate interests, writing the balancing exercise down, telling people where their data came from when they ask, and honoring objections. An agency that cannot produce its balancing exercise has not done this part.
Can I use the soft opt-in for prospects?
No. The ICO states that the soft opt-in rule means you may be able to email your own customers, and that it does not apply to prospective customers or new contacts. By definition nobody on a cold list is an existing customer, so the exemption is unavailable. It remains useful for re-engaging people who already bought from you.
Is a British supplier worth paying for when the work is email?
For telephone work, hours argue for a team in or near Britain. For email, less so, and the field itself shows why: of the nine suppliers above, one names no city at all, one sits in Pune, and several hold offices on three continents. The question that separates them is who reads a reply at 9am in London and how quickly, not where the registered office sits.
How many of these agencies are actually headquartered in the UK?
Six state a British base: Sopro in Brighton, durhamlane in Newcastle through its own structured data, Air Marketing in Exeter, Flowd in Manchester, Operatix with a London office among four, and The Lead Generation Company in Glasgow with London and Manchester. Pearl Lemon Leads is London-headquartered with US offices. EngageTech names no city, and Modern Inbound is in Pune, India.
Who should own the sending domains, us or the agency?
You should, or they should transfer on exit. Ask whose name the domains are registered in, how many mailboxes run on each, what daily volume each mailbox carries, and what happens at the end of the contract. SPF, DKIM and DMARC should all be set before the first send, and a damaged domain should be retired rather than handed to the next client.
Do bank holidays really matter to a send calendar?
They do, because Britain runs more than one calendar. England and Wales take eight bank holidays in 2027, with Christmas Day moving to Monday 27 December; Scotland drops Easter Monday, adds 4 January and St Andrew's Day, and moves its summer Monday to 2 August; Northern Ireland adds St Patrick's Day and the Battle of the Boyne. A campaign planned against the English calendar alone will send into at least one dead Monday elsewhere.
What proof should I ask for before signing a contract?
The balancing exercise in writing, a sample of the list with its sources named, and the denominator behind any number quoted at you. A reply count means nothing without the emails sent and the months covered, and a rate means nothing without the written definition of what was counted. Ask whether you may read the replies yourself.

We score your market, map the signals we would build the list from, and tell you honestly whether outbound is the right tool for it. If you would rather see the mechanics first, the nine steps from kickoff to booked meetings are written out in full.
